President Clinton's head of FEMA, James Lee Witt was brilliant. He made responding to natural and manmade disasters in this country an art form. His successor, Joe Allbaugh, was a George W. Bush crony from Texas with zero aptitude for the job. He returned it to the its former glory as a dumping ground for hapless political appointees. Brownie was just topping on the cake.

And those toxic travel trailers. (A real good example of why we shouldn't trust privately owned companies to do the right thing without heavy oversight.)
