I would vote for removing every single item and hot water from that basement cell, paint it black, and put him back down there for the rest of his life. Just add a slot in the door for his food. (In case anyone even bothers or remembers to feed him.)
This is after the castration, of course, since he should be denied ANY source of enjoyment.
