Well, it definitely helps Hillary that they declare her victories before large segments of the urban voting are counted. It serves to bury disenfranchisement and irregularities at the polls in minority districts. Remember, the handful of strategies that have worked for her are proven political moves. After all, they have been very effective for the GOP in the last two Presidential elections.
