http://www.californiaprogressreport.com/2007/08/republican_move.html If this initive passes in Calif, it will be the only state to give electoral votes by percentage, rather than winner take all, except Colorado which awards them on congressional districts. If the initiave passes, in a fairly close election, it would give the republicans extra votes, and probably the election.

Yeah, it's crap. Really, this needs to be a balanced decision, or it's just another manipulation --and both sides are manipulating, just to be clear.

The first link is from August, the second from late last November. Anything fresher on this issue? It keeps bouncing back and forth, and right now seems pretty unlikely to come to fruition.

Sorry Nwokie your wrong. Maine gives out their college votes based on Congressional Districts, and the winner of the state gets the votes based on their Senators. Now the Maine experience is trying to be sold in California. The difference is Maine has 4 votes and California has 55. Maine's experiment only changes the Electorial College by One vote at the most, therefore the Republicans who have not won California since George HW Bush want to make sure they win by pointing out how well it works in Maine.
