As I understand it, stations will get an PPM encoder for every "product" that they broadcast: analog, HD1, HD2 etc., and internet streams. Apparently, commercials and recordings have digital watermarks too, so no matter what the PPM "hears" it will be logged. It will be to a station's advantage to be played in public places.
