FCC still has an enforcement bureau?? Did they have to pull him off of the "wardrobe malfunction" case?

"FCC Chairman Kevin Martin has directed the FCC Enforcement Bureau to look into the matter." I have yet to hear from anybody specific violations of FCC regulations or policies in this matter. I don't remember seeing anything in the CFR or policies that would apply to this. I'm thinking this is just a civil & criminal matter for the local courts.
