This is cool! Wish there was one of these here in Portland. I would frequent the place on principle alone!

One idea would be to remind customers they reserve the right to refuse service for any reason. That way they could discourage freeloaders. Start by making them wait a really long time, when they ask, let them know they are behind in their fair compensation. Ask them why they are upset about waiting a long time for a free meal, and if faster service would justify some compensation!

Done professionally, and in earshot of the other patrons, who are happy to pay, this would have an impact.
