Is KBVM 88.3 downgrading their power?

REASON FOR STA REQUEST

KBVM OPERATES FROM A MULTIPLE TOWER FACILITY IN PORTLAND, OREGON. ANOTHER LICENSEE AT THE SITE IS CONSTRUCTING A NEW ANTENNA ON THE TOWER KBVM OPERATES FROM. THE CONSTRUCTION HAS REACHED A POINT WHERE TOWER CONSTRUCTION WORKERS MUST SPEND CONSIDERABLE TIME IN THE APERTURE OF THE KBVM ANTENNA. KBVM INTENDS TO OPERATE FROM ITS MAIN LICENSED ANTENNA WHEN WORK IS SUSPENDED AT THE END OF DAILY WORK PERIODS. THE PROPOSED STA LOCATION IS ON A NEARBY TOWER AT THE SAME SITE. THE WORK IS EXPECTED TO TAKE LESS THAN 60 DAYS TO COMPLETE.

When I read the title of this thread I thought they'd probably applied for a power increase when KOIN vacates channel 6.

I doubt that there will be much opportunity for power increases of the Portland NCE stations when ch 6 leaves the air. The power restrictions that have been in effect because of ch 6, have allowed out-of town stations to define coverage areas that, for the most part would make power increases of the Portland stations difficult.
