That's the former "Radio Liberty" that broadcast to the USSR during the cold war (Radio Free Europe broadcast to the other Communist nations in eastern Europe). They were then headquartered in Munich, but now in Moscow. The Vietnamese feed is probably from California, founded by exiled civilian and military members of the old South Vietnamese government.
