Have a space pentium 3 or 4 collecting dust in McMinnville?
A friend has a pentium 4 and wants $75 with Xp Home on it. Goodwill is not an option.
They want $100 for pentium 3 on Craigslist!

Monitor the "free" section of Craigslist. You might find a decent Pentium III box that needs only a hard drive or something. You might even post a "old computer wanted" post on the "Computers for sale" section on Craigslist, even though you aren't supposed to ask for things there. (Try it, see if you get flagged.)
In Portland you can get a Pentium 4 box at Free Geek for about $65. I bought a couple of Pentium III boxes (1GHZ-class) at a warehouse sale 2 years ago for $10 each. Both worked fine and I even used the Windows 2000 install left on one of them once I cracked the password.
